GNU Keyring for PalmOS and Safekeys: who is reapertech?

Reaper Technologies operate the www.reapertech.com web site. They seem to be based in Lancashire in the UK. The only human name I can find associated with the company is "Stephen Kapp <skapp@reapertech.com>", apparently also known as "J.S.A. Kapp" and "J.S. Kapp".

(It occurred to me while writing this document that SafeKeys and Stephen Kapp share the same initials of SK, but that may well be a meaningless coincidence.)

Reaper Technologies say that Stephen no longer works there, but they have so far ignored requests to provide the names of their current management or employees, or the managers and programmers responsible for SafeKeys.

As of 29 August 2000, calls to their advertised contact number of +44 (0) 7770 566687 are answered by a recorded message saying that the number belongs to Stephen Kapp, with no mention of the company.

As of 12 September 2000, a WHOIS lookup on the reapertech.com domain shows:
